Power crisis in Moscow and central Russia largest ever recorded

A huge power outage occurred in Moscow today. The failure in the accumulative power supply system in Mosenergo which occurred at 11:15 a.m. local time on Wednesday, led to a power outage in all areas of the city.

Power for lights failed in apartment buildings. Some lines of the Moscow underground stopped for four hours. Trams and trolley buses, electric trains of the Moscow railway also stopped. Hundreds of people were trapped in apartment building lifts. In addition to lighting problems, the homeowners have also lost their water supply, as pumping stations in Mosvodokanal also lost power because of the failure.

15 big cities and five areas of Moscow suburbs, some areas of the Tula and Kaluga areas were left without electricity.

At 12:00 noon, food shops in the affected areas started closing. In shops where sellers continued trading, huge queues accumulated.

To avoid panic at train stations, workers with megaphones informed passengers of train movements. At train stations, reserve power supplies are being used. According to eyewitnesses, there was no electric lighting at many stations and in transitions between them. Escalators also did not work.

Thursday morning trolley buses and trams still do not work in southern areas of Moscow. Despite repair work conducted during the night, it was impossible to power all trolleybus and tram lines.In total 8 tram and 25 trolleybus routes do not work. Buses will take over those routes. Besides this, in the south of Moscow there are still many disconnected apartment houses.

All stations of the Moscow underground are working normally. All trains are running on schedule.

The entrance to Moscow for supersize automobiles will be limited up to 14 o’clock in the afternoon. The limitation was put in place yesterday because of difficult road conditions in the city after the power failure.

Three injured in a school shooting in Idaho, US; sixth grader in custody

Two students and a school employee have been injured following a shooting at Rigby Middle School in Idaho, United States, on Thursday, with a sixth grader in custody.

According to Jefferson County sheriff Steve Anderson, the sixth grader — who attends the middle school and lives in Idaho Falls — pulled out a handgun from her backpack, firing the gun both in and outside the school, with a teacher managing to disarm the student. Police were called to the school at about 9:15AM local time, and the suspect was taken in the custody of the local sheriff’s office.

The trauma medical director at Eastern Idaho Regional Medical Center, Dr. Michael Lemon, has stated the three injured people had non-life threatening injuries to the extremities. The school employee has been treated and released from medical care. A warrant has been issued against an Idaho Falls residence in relation to the shooting.

School was cancelled in the district for Friday. The local school superintendent, Chad Martin, told “this is the worst nightmare a school district could ever face”, and “our hearts and our prayers go out to the victims and their families and all those involved”. A student at the school — 12-year-old Yandel Rodriguez — told the Associated Press “me and my classmate were just in class with our teacher — we were doing work — and then all of a sudden, here was a loud noise and then there were two more loud noises. Then there was screaming”.

Sweeping bank regulatory overhaul passed in US House of Representatives

Never again, never again should Wall Street greed bring such suffering to our country.

The US House of Representatives passed a significant overhaul of financial regulations that strengthens the government’s hold on banks and also creates a new federal agency to oversee consumer lending on Wednesday.

“Never again, never again should Wall Street greed bring such suffering to our country,” said House Majority Leader Steny Hoyer, D-MD after the bill was passed by the House.

The House vote, which was mainly split over party lines, had 237 representatives in favor and 192 opposed. Only three Republicans voted for the bill, though this was an increase from December, when no Republicans voted for the previous version of the bill. This new bill combines the old December bill with a newer one passed by the more conservative Senate last month.

But even though the Senate passed their bill already, support for the one passed Wednesday looks a little uncertain. Since earlier this year the Democrats lost their 60 vote filibuster majority, they had to secure the votes of a few more moderate Republican senators to beat back procedural hurdles. Democrats struggled to win the full support of these senators even after backing down on a US$19 billion tax on big banks and hedge funds, which had been opposed by Republicans. This group of senators includes Scott Brown, Olympia Snowe and Susan Collins. All three voted for the Senate bill last month.

The $19 billion tax was inserted in the 2000 page plus bill late last week, which came as a surprise to many large banks. Brown initially objected to the tax, and threatened to vote against the entire bill if the tax was not removed. Instead, the new way of financing the bill’s cost will be using $11 billion in cash that came from ending the Troubled Asset Relief Program (TARP), a bill passed in 2008 that bailed out struggling banks, and also by increasing rates that banks pay to insure bank deposits to the Federal Deposit Insurance Corp. However, the increase in rates won’t affect banks with assets of less then $10 billion.

On Wednesday, Collins wrote a statement saying that she now planned to vote for the bill. However, Brown remained on the fence and said he would use recess during the week of July 4th to examine the details of the bill. He credited Senate Banking Committee Chairman Chris Dodd for “thinking outside the box” in coming with a new way to fund the bill.

Other Republicans were much more opposed to the bill, and attacked it for failing to place tighter restrictions on Fannie Mae and Freddie Mac, the mortgage giants that helped trigger the economic and housing meltdowns. House Republican leader John Boehner compared the new bill to using a nuclear weapon on an ant. In response, President Barack Obama said in a speech in Racine, Wisconsin that “[i]f the Republican leader is that out of touch with the struggles facing the American people, he should come here to Racine and ask people if they think the financial crisis was an ant.”

Peace tax campaigners turned down by UK judge

The Peace Tax Seven, who are campaigning to have the 10 per cent of their taxes which go to Britain’s defence budget diverted to non-military uses, have had their case rejected by a High Court judge.

The judicial review was called for under article 9 of the European Convention on Human Rights which guarantees freedom ‘to manifest one’s religion or beliefs’ and which was made a part of British law in 1998. The Convention includes the right to conscientious objection and the campaigners claim that this gives them the right not to pay other people to go to war on their behalf.

Their statement to the court said: “We want to make a positive contribution to society by paying our tax in full. We object in conscience to paying others to kill on our behalf, but current tax policy forces us to do just that.”

The courtroom had to be enlarged to make room for supporters and the judge listened to the case for three hours.

Roy Prockter, an accountant and campaign member as well as a Quaker, said that the judge told them that “our case has no possibility of being resolved in the British courts”. According to the Guardian, the judge suggested they take the case to Strasbourg. Roy said that the members were going to take time for reflection as they awaited the written judgment from the judge.

Slow-cooking dinosaur eggs may have contributed to extinction, say scientists

A joint research team from the University of Calgary, American Museum of Natural History, and Florida State University announced on Monday that the eggs of non-avian dinosaurs such as the duck-billed dinosaur took as long as six months to hatch, far longer than had previously been believed.

We could literally count [the growth rings] to see how long each dinosaur had been developing.

Bird eggs incubate for 11 to 85 days, about half the time of most other egg-laying vertebrates. Scientists had thought dinosaur eggs were more like those of modern birds than modern reptiles, but this long hatch time is far more reminiscent of monitor lizard than magpie.

The scientists reached this conclusion by comparing CT scans of the teeth of dinosaur embryos of two different species, the Protoceratops andrewsi, which had eggs weighing under 200 grams, and Hypacrosaurus stebingeri, a type of duck-billed dinosaur that had eggs twenty times that size. They observed the von Ebner lines, patterns that form in vertebrate teeth as they grow, to determine how long the overall developmental process was taking. “They’re kind of like tree rings, but they’re put down daily,” said Florida State University co-author Gregory Erickson. “And so we could literally count them to see how long each dinosaur had been developing.” They found the Protoceratops embryo was about three months old and the Hypacrosaurus about six months.

According to the research team, this may be one reason why dinosaurs did not recover after the Cretaceous-Paleogene extinction event 65 million years ago. Both the eggs and any parents guarding them would have drawn the attention of predators and been unable to flee floods or other problems. Guardians might not have been able to move far to find food. This, researchers say, would have put dinosaurs at a disadvantage over animals with quicker-hatching eggs and their mammalian competitors.

Natural History Museum Curator and study co-author Mark Norell cites advances in imaging technology as the reason why this study is being published today: “We know very little about dinosaur embryology, yet it relates to so many aspects of development, life history, and evolution, [b]ut with the help of advanced tools like CT scanners and high-resolution microscopy, we’re making discoveries that we couldn’t have imagined 20 years ago.”

The research team plans to study more fossilized dinosaur embryo skeletons to confirm their findings. Specifically, the current study did not include the skeleton of a velociraptor or any other dinosaur considered closely related to birds.

UK Chancellor of the Exchequer makes 2005 Budget speech

The United Kingdom Chancellor of the Exchequer, the Right Honourable Gordon Brown PC MP, in a speech to the British House of Commons today presented his ninth Budget, what is very likely to be his last Budget before the next UK General Election. This opened the parliamentary debate on the 2005 Finance Bill, and was followed by responses from the opposition parties.

In a 48 minute long speech, the Chancellor presented a Budget of “tax cuts that are reasonable, spending that is affordable, and [economic] stability that is paramount”, that was “the prudent course for Britain”. There were few surprises that had not already been indicated in his 2004 pre-Budget report. The increase in the threshold on stamp duty was greater than that forecast by commentators, as was the amount of the Council Tax rebate to households with pensioners.

Texan bystanders kill car passenger after child injured

A man who was trying to protect the driver of a vehicle that had hit a child pedestrian was killed by an angry crowd the evening of Wednesday, June 20, in Austin, Texas.

The man was identified today by Austin police as David Rivas Morales, age 40. The driver had just dropped Morales off at his sister’s townhouse moments before. Then while still in the parking lot, he allegedly bumped the toddler with the vehicle. The child was not injured and was not taken to the hospital. A group of 3 or 4 men confronted the driver and Morales came back to assist him. The assailants then turned on Morales. Police indicated the driver, who had escaped the scene of the crime, was cooperating with the investigation. Morales died at the hospital from injuries that included a cracked skull and brain hemorrhaging.

The neighborhood was crowded at the time with some 2,000 to 3,000 people who were participating in the annual Juneteenth celebration, which commemorates the day the emancipation of slaves was announced in Texas. It was not immediately known whether any of the attackers had been part of the celebration.

In a news conference on Wednesday, members of League of United Latin American Citizens called on the community not to assume the killing was racially motivated solely because Juneteenth celebrants are predominately African-American and the victim was Latino. Police officers stated that early reports were incorrect in implying thousands of potential witnesses, as investigations suggested only 10 to 15 people had been in the parking lot when the incident occurred and most of these were residents of apartments nearby.
