Women who eat “high-glycemic” foods, which cause blood sugar levels to spike, are at risk for coronary disease, according to a large study of Italians published in the Archives of Internal Medicine, a publication of the American Medical Association. In this study men were not affected the same way, but the researchers said that more studies were needed to verify that there is really no association between a high dietary glycemic load and cardiovascular disease in men.

Sabina Sieri of the Fondazione IRCCS Istituto Nazionale dei Tumori in Milan, Italy, who led the study, said that “high consumption of carbohydrate from high-glycemic foods, rather than overall quantity of carbohydrate consumed, appears to influence the risk of developing heart disease in women.” Sieri added, “It’s a good idea for people to choose foods with a lower glycemic index over higher ones.”

Sieri and her colleagues studied 47,749 Italian adults (15,171 men and 32,578 women), who were asked to complete dietary questionnaires. Women whose diet had the highest glycemic load had 2.24 times the risk of heart disease.

Under-reporting of human Bird Flu infections poses worldwide threat

Possible under reporting of bird flu infections in China and other Southeast Asian countries may be promoting an illusory sense that human infections are very limited. Common press reports only describe fewer than 130 people as infected with H5N1 avian flu and that fewer than 70 have died worldwide. Yet, there are enormous problems getting accurate data, especially in a country like China with a population of more than a billion.

“Reporting a suspected bird flu infection in bird or humans is a very unlikely event,” said Dr. Shoshana Zimmerman of the eHealth Institute. She is also a founder of www.birdflubeacon.com, a site dedicated to bird flu issues. “There are very few incentives to report, and lots of reasons to refrain from reporting. From the viewpoint of local rural small farmers, there is little to be gained and much to be lost by reporting an infection. The worse threat is that their flocks could be killed, leaving them destitute.”

There are many factors which mitigate against reporting bird or human infections of bird flu.

  • The deaths of chickens, ducks, and birds are common events for farmer. Even when a large number die at one time they may see no purpose in reporting the deaths.
  • When a human dies in locations with little or no medical services, the rural farmer’s priority for discerning the cause of death may be low.
  • In rural areas most people are not taken to hospitals when they are sick.
  • Bird flu symptoms are not widely known. If the symptoms are not known, they will not be recognized and reports of possible bird or human infections can not be made.
  • The expenses required for detection are those of proper collection and shipment of samples to one of approximately 200 laboratories worldwide, as well as the testing procedure that requires a two week period of waiting before results are obtained.
  • The lack of incentive for countries to report large scale outbreaks as it may lead to widespread panic and economic loss, as occurred with SARS. These factors can be seen at work in the way that the first bird flu death was reported in China,” Dr. Zimmerman stated.

A young woman, Zhou Maoya, died after returning home to the village of Yantan in Annui province to prepare for her wedding. Her family has stated that they did not take her to the hospital because they thought it would not do any good. Officials also note rural Chinese also often cite relatively expensive medical costs as a reason for not seeking treatment when sick.

Although initially authorities attributed her death to pneumonia the resulting political pressure prompted China to invite the World Health Organization to send experts to investigate. The authorities then rescinded the previous position and attributed her death to bird flu based on the similarity of the symptoms that she was reported to exhibit with those of bird flu. The village was quarantined and journalists were denied access. It is not known how many others might be infected in the village. Official announcements were made of plans to vaccinate and cull birds.

A local government official, Fan Qian, told AFP that it was believed Zhou was infected while she was outside of the province.

Fan Tan, a local official, told AFP news that 1,000 birds in Yantan had been culled (killed). Plans were announced to vaccinate 2 million poultry in the area, a huge and difficult task.

Zhang, another official, said authorities had met with all villagers to give them flu vaccinations and to tell them how to protect themselves against the bird flu virus, including not consuming poultry products. It is known that flu vaccinations do not protect against bird flu.

Villagers and local officials minimized the threat. In outlying areas of Yantan, residents said that they did not know of any new outbreaks. Other possible infections have been attributed to similar common causes but there have not been any tests performed validating those attributions.

Fan Litan, a peasant woman from Fantu village, about 2 miles from Yantan, lost many of her ducks, and chickens and also a dog; she has attributed these deaths to the acts of hooligans. She said her family had been extremely frightened when her animals suddenly died. “We were scared to death,” said Fan, standing next to a red sign posted on the outside wall of her home that said: “Prevention and control by the masses is basic for people.” Fan said ducks and chickens are all healthy but she admitted that she had stopped eating poultry. No testing of these birds has been reported yet.

According to a recent AFP report from Liuchang, 59 miles south of Yantan, the obstacles to identifying infections are enormous.

Like many, one Liuchang villager named Wang Hemin said he was concerned and would keep a closer eye on his ducks and chickens, but felt no immediacy since the infection was not in his province. He learned about bird flu on TV, and is aware that officials have come to his village of 2,700 people to warn residents about the virus. They offered guidelines: they told people that poultry which die suddenly could have contracted bird flu and should not be eaten or sold and that such an incident should also immediately be reported. However, the symptoms of H5N1 bird flu were not directly described.

Residents have not yet been fully informed of what symptoms to look for in ill poultry–they are fever, diarrhea, teary eyes and swelling in the legs of the birds. Though a pledge was made earlier in the week to vaccinate 2 million birds immediately, no bird vaccinations in this area have been reported yet.

In another nearby village, Nazahuang, chickens scuttle in and out of houses. One resident, Fan Jiexu, 73, said no officials had yet warned her village to take precautions. Throughout rural areas, it is customary for chickens to scuttle in and out of homes. Ducks and bird often die and are eaten by villagers when it is believed safe to do so.

China has reported 17 avian flu outbreaks as of this week. Despite the Chinese government issued high alerts, critical information is not being adequately communicated to some rural villages. The size of the poultry population, the common and normal occurrence of poultry death on farms, and status of roughly 70% of the poultry population as being kept in backyards are factors complicating infection control.

The head of World Health Organization’s China office, Henk Bekedam, is aware that slow reaction to bird flu threats and difficulty monitoring poultry in the world’s most populous country makes control of its spread challenging.

Testing is required to confirm H5N1 virus, and positive test results lead to the killing of nearby flocks. The incentive for many villagers, officials, and governments to minimize reports of H5N1 virus infections and severe medical and economic complications for making confirmations of infection are obstacles opposing complete and full reporting of the spread and infection rates of the virus.

Oil spill reported in Gulf of Mexico

At least 21,000 gallons of crude oil has spilled into the Gulf of Mexico near the United States mainland coast, about 30 miles off the shore of Galveston, Texas. The U.S. Coast Guard says that oil is still leaking at a rate of 80 to 400 gallons a day.

The High Island Pipeline began to leak on Sunday and was immediately shut down when a pressure loss was detected. The pipeline is owned by Plains All American Pipeline who state that the incident is “under investigation” and that officials are working to “minimize the impact of the incident.”

“A medium crude oil pipeline ruptured 30 miles southeast of Galveston, Texas, and leaked approximately 21,000 gallons of oil into the Gulf of Mexico Sunday, December 24,” said a press release by Coast Guard.

“There’s a 60-yard-wide oil sheen that extends for about half a mile. It is still leaking slowly, about 80 to 400 gallons a day,” added the Coast Guard.

Reports say that the oil is traveling away from any shoreline and that remaining oil is being suctioned out of the pipeline. Ships in the area have not been diverted.

“All appropriate agencies have been notified. Plains, the U.S. Coast Guard, and the Texas General Land Office are working within a unified command system consisting of Federal and state agencies and oil spill response organizations to manage and mitigate this incident. In addition, Plains has activated its spill response plan to contain and clean up the spill. At present, Plains has mobilized Airborne Support, Inc., Clean Gulf Associates and other additional resources in an effort to minimize the consequences of the incident,” said a press release by the Plains oil company.

So far, no injuries have been reported.

Emergency declared in US state of Washington, eight additional casualties, many still without power

A state of emergency was declared Sunday for the U.S. state of Washington by governor Christine Gregoire, as additional reports of storm-related casualties surfaced. The state National Guard has been deployed to aid in distributing supplies.

Thousands were still without power in the coastal and Puget Sound regions, though most urban areas were back with power as late as Sunday afternoon, and outages were mostly contained to rural and unincorporated areas. Puget Sound Energy reported that roughly 500,000 energy customers out of the 700,000 who lost power were back in service by Sunday evening. Seattle City Light, the city’s independent municipal utility, reported only 18,000 customers still without power as of Monday morning, down from a peak of 175,000.

Four additional deaths related to the post-storm power outage had been reported as of Monday, bringing the total number of casualties to eight. A man in Gig Harbor was electrocuted by a downed power line while walking his dog. Another man in Spanaway died when an unattended candle caused a house fire.

Two died from carbon monoxide poisoning in separate incidents related to use of combustion devices indoors. Roughly a hundred additional cases of non-fatal carbon monoxide poisoning were reported from people using generators or grills indoors. News radio stations and authorities warned the public to stay away from downed power lines and not to use grills indoors. Dr. Neil Hampson at Virginia Mason’s hyperbaric unit, where a number of victims were being treated, warned it could be “the worse case of carbon monoxide poisioning in the country”.

On Monday, four new carbon-monoxide deaths were reported in a family of five in Burien due to an indoor generator. In Canada, which had some damage from the week’s storms, two southern British Columbia carbon monoxide deaths were also reported. Despite continued warnings, hospitals are still seeing cases of carbon monoxide poisoning, including a family in w:Shoreline, Washington which was taken to the hospital after they reported symptoms due to their indoor grill. Neighbors of the Burien family suggested that noise concerns are leading people to place noisy generators indoors.

The massive power outage left many stores and gas stations unable to operate. Some businesses opened with the help of backup generators, conserving power by foregoing heat and refrigeration, exterior lighting, and half the interior lighting. Most stores had run out of “D” size batteries, the most common size for flashlights, as well as firelogs and other essentials. Gasoline shortages were reported throughout the area, with one man selling excess fuel for as high as $15 per gallon, over 5 times the average retail price.

The Red Cross set up shelters throughout King and other affected counties for those without power or food. Hotels reported no vacancies as whole families took shelter in powered hotels, especially in Seattle. Restaurants also reported brisk business as people sought out a hot cooked meal. Tons of perishable food were expected to have become unsafe after the prolonged outage disabled refrigerators and freezers both in homes and stores.

Many of those without power visited nearby friends and family living where power had been continued or restored, while others traveled out of the area to places that had not been affected. The widespread outage made long-distance traveling treacherous on some major routes, with roadway lighting, cellular towers, and services disabled by the outage.

Most major roadways which were closed during the storm were reopened on Friday. The 520 Floating Bridge over Lake Washington, a major conduit to the technology-rich Eastside, sustained minor damage. Amtrak, which had halted its Cascades service, resumed Saturday evening. Sea-Tac Airport resumed operations with a reduced flight load, after a transient power outage on Friday disabled the airport radar and caused all planes to be grounded until it was repaired.

How Does A “Deed In Lieu Of Foreclosure” Work?

A “Deed in Lieu of Foreclosure” is when a lender accepts a deed to the homeowner’s property in foreclosure instead of continuing the foreclosure process and incurring more expenses to get the deed anyway. However, this does not mean the homeowner is no longer responsible for a loan deficit if the lender sells the home for less money than is owed.

This legal transaction starts after the homeowner has fallen behind on his loan payments and is in foreclosure. Even if the foreclosure has not started yet, the lender can be approached and asked if they will accept a “deed in lieu of” continuing into the foreclosure process. Sometimes the lenders regulations require the homeowner to be behind on his payments before they will consider accepting the deed, usually 90 days in judicial foreclosure states and 30 days in non-judicial states.

Unfortunately the homeowner is, or shortly will be inundated by people trying to help with his foreclosure because he has become part of the public record and usually he is getting information from well-meaning but uninformed people. However, he will be set upon by professionals looking to sell him foreclosure services or take the equity from his home by buying his home very inexpensively.

As soon as the homeowner notifies the lender of his impending problem or when he is 30 days late on his mortgage payment, the lender orders a BPO (Broker’s Price Opinion) to determine its market value. With this information the lender can immediately determine if he wants to take the home at the foreclosure auction, take a “deed in lieu of” or work with a loan modification or forbearance agreement to stop the pending foreclosure. The lender will make a purely financial determination about what is best for the lender, not the homeowner. By taking the home back though the foreclosure sale, there are higher legal costs, extended loss of interest on the loan, real estate market risk, carrying and closing costs, and increased reserve requirements for the Federal Reserve. However, if there are other open liens on the property, the lender will have to get the junior liens to assign them to the primary lender or extinguish them so they don’t become the burden of the first mortgage lender. In many cases it is simpler to go through the foreclosure process to extinguish these junior liens.

The lender determines if it is quicker to accept the “deed in lieu of” or continue with the foreclosure and sale. The lender may take the deed from the homeowner and continue the foreclosure anyway for the reasons mentioned above. In this case there is no advantage for the homeowner to give the lender the deed, especially if the lender requires the homeowner to sign a personal note for the potential deficit that the lender may incur when he sells the property. It is not entirely uncommon for a homeowner to have junior liens that are larger than the first mortgage and in these cases, the primary lender must continue the foreclosure so the junior liens either buy him out or have their interest in the property extinguished at the auction.

If the lender agrees to accept a deed in lieu of foreclosure, the responsibility for the mortgage deficit is not finished. The lender generally has the homeowner sign an Acceptance Agreement as well as a new deed. This agreement will stipulate that if the lender sells or transfers the property for less than what is owed on the loan (including all penalties, interest, and attorneys’ fees), the guarantor of the loan (usually the homeowner) will owe any deficiency. This deficiency amount can then be pursued in the courts as a deficiency judgment or the lender can issue the homeowner an IRS Form 1099. In this latter case the deficit becomes “Phantom Income” to the homeowner. Federal legislation enacted in December 2007 now allows the homeowner to avoid income taxes on this phantom income under certain strict circumstances.

So is a “deed in lieu of” an ideal solution for a homeowner in foreclosure? The answer is clearly “no” since very little is accomplished by the deed transfer because the homeowner or guarantor, is still responsible for any loan deficiency after the sale. If the homeowner does nothing, he will not have to sign the Acceptance Agreement. By not signing this agreement, the homeowner will not be opening himself to even further liability. The terms of the Acceptance Agreement should release the homeowner (guarantor) from future liability (i.e. deficiency amount). The bottom line is that if the “deed in lieu of” isn’t a better solution for the lender, the lender has no motivation to take back the deed. If the lender readily takes back the deed, the homeowner should be concerned there may be substantial equity in the property that the lender will receive “free and clear”. If there are additional liens on the home, the lender does not need the deed since he has to complete the foreclosure action to extinguish them.

In summary, it is a best questionable whether it makes economic sense to give back a “deed in lieu of” unless the Acceptance Agreement clearly stipulates that the homeowner does not have an obligation for the deficiency amount. You should not sign any documents from the lender or anyone else without having an attorney review and approve your signing.

Mayor of Camden, London, arrested in benefit fraud inquiry

The mayor of the London Borough of Camden, England, was arrested yesterday on suspicion of benefit fraud. Omar Faruque Ansari was taken from Camden Town Hall by police to Holborn police station over allegations that he was wrongfully claiming disability benefits. After four hours of questioning, he was released on bail to return in March.

Today, Ansar said that he was sure that he would be cleared of any wrongdoing. “It is a very political thing. When you are mayor of Camden, you are a very trusting figure. Someone is trying to smear me”, he added. He is reported to receive £474 (about US$765) per month in disability benefits, after complications following a neck operation in 1995 – this was needed for injuries he received fighting for Bangladesh against Pakistan in the 1970s, he explained. “I’ve never even had a parking ticket in my life, so this is very distressing”, he commented.

The allegations appear to be unrelated to the mayor’s council work, a spokesman for Camden said. He refused to comment further on “allegations relating to the personal lives of [the council’s] members”.

Ansari, 55, moved to the UK in 1960 and has been mayor of Camden since May 2009, after joining the Liberal Democrats in 2006. He has been suspended as mayor and from the Liberal Democrat group while the investigation is ongoing.

Toronto’s Anime North 2019 brings thousands of fans together

Many thousands of anime and manga fans descended on the Toronto Congress Centre for Anime North, a fan-run convention launched in 1997. Spread between four venues over three days, May 24 to 26, the event featured J-pop maid idols, voice actors, writers, and more. Wikinews attended.

Despite the ample indoor spaces, the parking lot of the Centre is also a hub of activity, with cosplayers posing for photos. Attendees were sent running for cover on Saturday, as heavy rains and a severe thunderstorm warning put a damper on festivities.

The event is organized by a massive team of volunteers, and known for its specialized programming for fans, by fans. On the night of May 25, for example, attendees could catch “Pokemon Biology”, “Kimono Obi Tying”, and “Underappreciated Sports Anime/Manga.”

US voice actor Alexis Tipton marveled at the growth of the anime industry in the last decade. “Back when I was going as a fan, there wasn’t as much anime, so it was easier to know about everything,” Tipton observed during a question and answer session. “I’m so overwhelmed by how much there is.”

Tipton held a panel on her career, dubbing anime for US distribution company Funimation Entertainment. While many anime voice actors weren’t fans going into the industry, Tipton recalled going to anime conventions with her friends during middle school and high school. Once she was an invited guest, Tipton recalls realizing “oh, I’m not here to just have fun, I’m here to work; I have a set schedule and I can’t just, like, you know, go do what I want.”

Early in her career, Tipton was cast as a voice for My Bride is a Mermaid, a role that required singing. Then just 19 years old, she looked at the role as a “chance to face my demons,” having questioned her abilities for years. “I was in an extremely competitive [singing musical theatre] program in high school. I had started working at Funimation when I was 19, so I was just barely in college. And so those scars were still like, really fresh. I had a lot of competition and people would find what your perceived weakness was, or what your actual weakness was in the program, and they would take advantage of it. And so I had people trying to make me feel like I couldn’t sing my way out of a paper bag, and then I would get so nervous when I would sing that I couldn’t support my notes, and so it would just prove them right.”

Tipton was devastated when she got a sinus infection, the week of the audition. “This director doesn’t know me, I haven’t worked with him, he’s going to think that this is what I sound like,” she recalls thinking. “I don’t know if I had a shot to begin with, but now I really don’t have a shot.” She was thrilled when she was cast.

Another voice actor, Lauren Landa, would list Sailor Neptune and Sailor Uranus as dream roles, when asked at conventions. She was given a chance to audition for the characters years later, when Vizmedia dubbed the first two seasons of Sailor Moon. When she was cast, “I swear to you, I was speechless,” she told an audience at her Q&A session.

Cosplay model and professional singer Jillea attended the Saturday of the convention dressed as Pokemon species Charizard. Wikinews spoke with her by email, after the event:

((WN)) What got you into cosplay modelling?

Jillea: My love for cosplay started with the community, what started as a fun hobby I would do periodically quickly became a huge part of my life, and the reason for that being how amazing the cosplay community embraced me and my work. I’ve always been a creative person, so getting to make my costumes and have people say ‘oh my gosh, I love that character!!’ got me hooked right away. They’re just my people, what can I say, they really make me feel welcomed and I love them for it.

((WN)) How did you choose Charizard?

J: I’m a 90’s baby so you could say I’m a bit of a Pokémon OG! I had a Game Boy as a kid and my very first purchase was Pokémon Red, solely based on how cool Charizard looked on the cover. Charizard has always been my favourite Pokémon and I can’t resist a challenging cosplay… and the nostalgia!

((WN)) What was your favourite part of Anime North?

J: This was my very first time attending Anime North and I was blown away!
