Two nuclear leaks in two weeks trigger security and safety reviews in France

Saturday, July 26, 2008

On July 7 and again on July 23, there were accidental leaks at the Tricastin Nuclear Power Center in France, which is a collection of sites in four different communes: Saint-Paul-Trois-Châteaux and Pierrelatte in Drôme, and Bollène and Lapalud in Vaucluse.

Along with two other minor incidents on July 18, it has prompted the Commission for Independent Research and Information on Radioactivity (Criirad) to order a review of security and safety. Already last week, Environment Minister Jean-Louis Borloo said the ground water near all reactors should be tested and the state of waste storage sites assessed.

In the latest incident, a hundred workers were exposed to radiation. They all work for Électricité de France (EDF), which runs the Tricastin facilities with Areva. This marks the largest number of workers to be collectively contaminated in French nuclear history.

The leak was at reactor number four, which was shut for refuelling. Workers were exposed to Cobalt 58 dust which escaped while maintenance work was being carried out. Sensors noticed a rise in the level of radiation and the workers were then evacuated.

“Seventy of them show low traces of radioelements, below one fortieth of the authorized limit,” EDF said. A spokesperson later raised the number to 97 people. Criirad warned, however, that the limit was “not the level from which risk begins but the maximum acceptable level.”

“We have an alarm system which is meant to protect the staff from contamination via the atmosphere,” said Tricastin director Alain Peckre. “If a problem is detected, the alarms go off, our security procedures swing into place and everyone is evacuated from the building.”

A union representative from Confédération générale du travail (CGT) alleged that EDF was reducing maintenance and increasingly using sub-contractors, putting workers at risk in exchange for profitability.

“We spend 1.5 billion euros a year on ensuring our plants are in optimum condition,” countered an EDF spokesperson. “Safety is our top priority over and above providing electricity to the network. Since our power stations were set up, 80 per cent of maintenance operations on reactors that have been temporarily turned off are carried out by external contractors. They are the most competent to maintain and repair specific parts of the reactor, some of which they have taken part in building.”

The previous incident, on July 8, involved a 74kg spill of liquid containing unenriched uranium. Thirty cubic metres of water overflowed while a tank was being emptied. Subsequent test showed that contamination may have occurred for years.

Local wine growers Coteaux du Tricastin AOC have already become concerned about the negative association with “Tricastin” and have begun considering changing the name of their Appellation d’origine contrôlée (AOC).

“It’s only a question of image as nuclear and food don’t mix very well in consumers’ minds,” said the AOC’s president, Henri Bour, to The Daily Telegraph. Nuclear authorities “didn’t understand our move, doubtless not wanting to admit that the nuclear industry’s image is perhaps not perfect,” he added.

“Nuclear was progress and we wanted that. We thought people were competent. Now we ask, were there previous incidents we weren’t told about?” said local resident Roger Eymard to The Guardian.

Autorité de sûreté nucléaire (ASN), a nuclear safety authority, has already criticised Areva for its handling of the first incident. ASN complained of poor communication with authorities and unsatisfactory security measures and operational procedures.

The leaks have occurred just as President Nicolas Sarkozy has been promoting the European Pressurized Reactor (EPR) as a solution to rising energy costs and global warming.

France has the second largest nuclear power network in the world and generates over 80% of its electricity through nuclear power.

Bathroom Redo How To Make A Pink Tub &Amp; Tile ‘Disappear’

By Angela Glancy

When you move into an older home and your decorating budget is being largely spent on your main living areas, dealing with a pink tile and tub in the bathroom can be quite a challenge. So until you can replace the tub and tile, here are some decorating tips that can help move the pink away from center stage.

Go Neutral: Choose neutral shades for the walls in your bathroom. If the pink tile has warm undertones to it use neutral brown tones, and if the pink tile has cool undertones to it use a neutral gray on the walls. By pairing the pink tile with these neutral colors, you will visually soften the contrast between the tile and the walls and allow it all to blend together.

Play Up the Walls: Once you have your neutral walls balanced with the tile, choose your accessories to match your wall color but a few shades darker. By promoting the neutral tones you begin to pull attention away from the pink tile and tub.

Bold Accent: After you have all of your neutrals in place, choose a bold color to use as your accent or focal point in the room. A bold blue, a deep emerald or even a bright turquoise all command the eye’s attention and further detract from the pink tile.

Accentuate the Undertone: As you consider your wall color understand that the pink tile will actually seem to change colors as you pair it with a new wall color. For example, if you pair baby pink with white it just looks pink, but when paired with a rich terracotta color it suddenly looks more salmon. By making this subtle shift in the appearance of the pink tile, you can now go on to decorate around an earth tone palette with terracotta and salmon rather than trying to decorate around bright pink. Try a few different color swatches on the wall to get a feel for how the light works with different colors in your space.

Decorating Neighbors: By using neighboring colors on the color wheel to pair with your pink tiles like orange, red or yellow, you make pink part of the background palette rather than the focus of the room. You can also incorporate pattern into the mix to liven up the space. So you could paint your walls yellow and add a geometric or floral shower curtain that contains reds, yellows and oranges to make a bright, cheery space. Then you can finish tying the look together with accessories and a bathmat.

Use a Barrier: Another more direct way that you can minimize the appearance of your pink tiles is to simply cover them up. By putting in a large bathroom rug and hanging a ceiling to floor shower curtain, you can simply make the pink tub and tile go away.

Create a Focal Point: You can also use the magician’s trick of misdirection to make the pink seem to disappear by adding a dramatic accent piece in your bathroom. If you have an attention grabbing wall treatment, your eye will be so busy taking it all in that you will not have time to even notice the pink tile. A large mirror with interesting wall sconces or a huge window with a dramatic window treatment can pull the eye away from the tired, old pink tub and tile until you have the time and money to replace it.

South Australia enters week-long lockdown to contain COVID-19 Delta variant spread

Friday, July 23, 2021

With five active cases of the Delta variant of COVID-19, South Australia begun a one-week lockdown on Monday. Announcing the lockdown, state Premier Steven Marshall declared “we have no alternative but to impose some fairly heavy and immediate restrictions”.

The first case out of South Australia’s active cases was presented to Modbury Hospital on Sunday night, having returned from Argentina earlier this month. The fifth, which Premier Marshall noted as “far more worrying”, visited The Greek on Halifax restaurant at the same time as someone who was later confirmed to be carrying the virus. Chief Public Health Officer for the state Nicola Spurrier said “if anyone has been at The Greek on Halifax they need to get into quarantine and get tested”.

In accordance with new regulations, there are only five reasons for South Australians to leave home: essential work, shopping for essential goods such as food, exercise, but only with people from the same household and within 2.5 kilometers (2 mi) of home, medical reasons (which includes testing and vaccination against the coronavirus, but excludes elective and cosmetic surgery), and caregiving.

Schools have closed for all but children of essential workers, with online learning having begun on Thursday. Face masks are also be mandated for those who leave home. ABC News reported that “support for businesses is expected to be announced…”, with all non-essential retail required to close under the new regulations.

Bangladesh security tightened following Pilkhana massacre and Bashundhara City fire

Friday, March 20, 2009

Following the Pilkhana massacre which occurred February 25 and 26 leaving 74 dead and the inferno at the Bashundhara City shopping mall complex March 13 leaving seven dead, Prime Minister Sheikh Hasina said security measures are being tightened countrywide across Bangladesh.

Fire drills will be enacted at all key-point installations (KPI). Fire fighting systems will be examined by the fire brigade and the public works department (PWD) to ensure functionality. Security measures will be enhanced supplementing areas under private security such as at the Bashundhara City Complex.

The Fire Service and Civil Defence Department requires modernization and needs new equipment to fight fires past the sixth floor of buildings. The Fire Brigade says it needs turntable ladders, snorkels, foam-tenders, lighting units, emergency tenders, fireproof uniforms, and rescue ropes for fire fighting and rescue operations. Transportation to fires is also an issue due to narrow roads, low electrical wires and congestion.

The Bangladesh National Building Code requires fire fighting equipment installed in buildings over seven floors. This code is to be monitored by authorities to ensure compliance with the new guidelines and to make sure buildings are being maintained.

The Bashundhara City Complex opened Monday for shoppers two days after Friday’s blaze. A probe is underway to determine the cause of the fire and to assess structural damage.

Loss of life was minimized as the blaze broke out on a Friday, the beginning of the weekend in Bangladesh, so offices in the upper floors were empty. The lower eight floors are used for shopping and the upper floors are all Bashundhara Group offices.

The mall is valued at Tk 7.0 billion (US$100 million). It is not known if the complex is covered by fire insurance.

It is estimated that it will take over two years to rebuild the area damaged by flames which were burned down to a skeleton. Bashundhara City’s technical advisor, Latifur Rahman, estimated damages at Tk 2.0 billion (US$29m).

Only one television cameraman has been allowed in to film the burnt area. None of the 2,500 shops, cinemas or cafes were burnt by the inferno. The seventh and eighth floors still experience smoke damage, and there was water damage to merchandise.

A three member committee is currently investigating the cause of the fire which will consist of Iqbal Khan Chowdhury, joint secretary of the ministry, representatives of the police, IGP Noor Muhammad, and fire brigade, Director General Abu Nayeem Md Shahidullah. The committee is required to report within the week with their findings. The forensics department is also sifting through the burnt remains.

The Dhaka Chamber of Commerce and Industries has also formed a committee which has begun interviewing witnesses and recording their testimony alongside the government committee.

It has been discovered that 150 closed circuit cameras were not being used when the fire started. Another mystery is why the mall fire fighting system has been found unused.

Why the fire burnt so fiercely is a matter to think….These matters seem to be mysterious

“In the shopping mall there is an ultra-technology elevator which runs even without electricity but we have found that locked,” Iqbal Khan Chowdhury, joint secretary (Police) of the home ministry, said. “Why the fire burnt so fiercely is a matter to think. We have to see if there was any incendiary substance there. These matters seem to be mysterious.”

Mall management has been asked to submit substances and items which would have been in the upper floors when the fire started. The fire erupted on the 17th floor and spread quickly to the two floors above and engulfed the three floors below. The aerial ladders belonging to the Fire Service and Civil Defence reached as high as the 13th floor of the 21-storey building.

Videos have been sent to the United States (US) for examination to assist in determining the cause of the fire and to help in the damage assessment. Experts from the US are expected to arrive soon.

Firefighters were brought to the rooftop of the 20-storey tower by helicopter. The only fatality in this operation was Baki Billa, a firefighter of Bashundhara City firefighting department, who fell when climbing down a rope from a helicopter to the roof of the building. Three other firefighters made the transition safely. At this same time, the chief security officer was safely rescued by the Bangladesh Air Force helicopter, a Bell 212. Six security officers of the complex also lost their lives.

Study: Women susceptible to high dietary glycemic load

Tuesday, April 13, 2010

Women who eat “high-glycemic” foods, which cause blood sugar levels to spike, are at risk for coronary disease, according to a large study of Italians published in the Archives of Internal Medicine, a publication of the American Medical Association. In this study men were not affected the same way, but the researchers said that more studies were needed to verify that there is really no association between a high dietary glycemic load and cardiovascular disease in men.

Sabina Sieri of the Fondazione IRCCS Istituto Nazionale dei Tumori in Milan, Italy, who led the study, said that “high consumption of carbohydrate from high-glycemic foods, rather than overall quantity of carbohydrate consumed, appears to influence the risk of developing heart disease in women.” Sieri added, “It’s a good idea for people to choose foods with a lower glycemic index over higher ones.”

Sieri and her colleagues studied 47,749 Italian adults (15,171 men and 32,578 women), who were asked to complete dietary questionnaires. Women whose diet had the highest glycemic load had 2.24 times the risk of heart disease.

One of the biggest chores that a person has in life is that of moving from one home into another. This can be a very time consuming process and a lot of people are more than willing to pay the price to have a company do the work for them.

This is great in the way that the hassles with packing and loading a truck can be placed in the competent hands of another person. The client will then have the time that they would spend getting the packing and moving done on other chores that they have to take care of.

People that have kids also find that this is a particularly good thing to do. It allows them to continue right along with the routine they already have established without having to worry about fitting the time in to pack and move as well.

People that work full time jobs also like that they can get out of the chores that are associated with moving. These people often are very busy with other areas of their lives such as meetings and dinners and are unable to fit all of the things that need to be done when moving into the hours that are available in a day.

People can feel more relaxed in knowing that there treasured items have been left in the hands of professionals that have been doing this type of work for numerous years. They know the ins and outs that go with packing things in a way that they will not get damaged while on the travel to the new home.

You can also be relieved that there will be no injuries when you move this way. The men that generally do this job are very well versed in how to maneuver their bodies properly so as not to get hurt when they are moving heavy items.

Using a company can be the perfect stress reliever for those people that have a very hectic schedule to follow. It can leave them with the comfort of knowing that everything that they need to have done will be done in the shortest amount of time that is humanly possible when left in the hands of the pros.

Finding the company to move you is the only issue that you will be contending with when it comes to moving your belongings. Take your time when looking for a company as you want to be very sure that they are reputable and will not be taking you for a ride. Get references before you hire them and be sure to check them out cautiously. This is for the safety of both parties that things like this be done.

Under-reporting of human Bird Flu infections poses worldwide threat

Monday, November 21, 2005

Possible under reporting of bird flu infections in China and other Southeast Asian countries may be promoting an illusory sense that human infections are very limited. Common press reports only describe fewer than 130 people as infected with H5N1 avian flu and that fewer than 70 have died worldwide. Yet, there are enormous problems getting accurate data, especially in a country like China with a population of more than a billion.

“Reporting a suspected bird flu infection in bird or humans is a very unlikely event,” said Dr. Shoshana Zimmerman of the eHealth Institute. She is also a founder of www.birdflubeacon.com, a site dedicated to bird flu issues. “There are very few incentives to report, and lots of reasons to refrain from reporting. From the viewpoint of local rural small farmers, there is little to be gained and much to be lost by reporting an infection. The worse threat is that their flocks could be killed, leaving them destitute.”

There are many factors which mitigate against reporting bird or human infections of bird flu.

 • The deaths of chickens, ducks, and birds are common events for farmer. Even when a large number die at one time they may see no purpose in reporting the deaths.
 • When a human dies in locations with little or no medical services, the rural farmer’s priority for discerning the cause of death may be low.
 • In rural areas most people are not taken to hospitals when they are sick.
 • Bird flu symptoms are not widely known. If the symptoms are not known, they will not be recognized and reports of possible bird or human infections can not be made.
 • The expenses required for detection are those of proper collection and shipment of samples to one of approximately 200 laboratories worldwide, as well as the testing procedure that requires a two week period of waiting before results are obtained.
 • The lack of incentive for countries to report large scale outbreaks as it may lead to widespread panic and economic loss, as occurred with SARS. These factors can be seen at work in the way that the first bird flu death was reported in China,” Dr. Zimmerman stated.

A young woman, Zhou Maoya, died after returning home to the village of Yantan in Annui province to prepare for her wedding. Her family has stated that they did not take her to the hospital because they thought it would not do any good. Officials also note rural Chinese also often cite relatively expensive medical costs as a reason for not seeking treatment when sick.

Although initially authorities attributed her death to pneumonia the resulting political pressure prompted China to invite the World Health Organization to send experts to investigate. The authorities then rescinded the previous position and attributed her death to bird flu based on the similarity of the symptoms that she was reported to exhibit with those of bird flu. The village was quarantined and journalists were denied access. It is not known how many others might be infected in the village. Official announcements were made of plans to vaccinate and cull birds.

A local government official, Fan Qian, told AFP that it was believed Zhou was infected while she was outside of the province.

Fan Tan, a local official, told AFP news that 1,000 birds in Yantan had been culled (killed). Plans were announced to vaccinate 2 million poultry in the area, a huge and difficult task.

Zhang, another official, said authorities had met with all villagers to give them flu vaccinations and to tell them how to protect themselves against the bird flu virus, including not consuming poultry products. It is known that flu vaccinations do not protect against bird flu.

Villagers and local officials minimized the threat. In outlying areas of Yantan, residents said that they did not know of any new outbreaks. Other possible infections have been attributed to similar common causes but there have not been any tests performed validating those attributions.

Fan Litan, a peasant woman from Fantu village, about 2 miles from Yantan, lost many of her ducks, and chickens and also a dog; she has attributed these deaths to the acts of hooligans. She said her family had been extremely frightened when her animals suddenly died. “We were scared to death,” said Fan, standing next to a red sign posted on the outside wall of her home that said: “Prevention and control by the masses is basic for people.” Fan said ducks and chickens are all healthy but she admitted that she had stopped eating poultry. No testing of these birds has been reported yet.

According to a recent AFP report from Liuchang, 59 miles south of Yantan, the obstacles to identifying infections are enormous.

Like many, one Liuchang villager named Wang Hemin said he was concerned and would keep a closer eye on his ducks and chickens, but felt no immediacy since the infection was not in his province. He learned about bird flu on TV, and is aware that officials have come to his village of 2,700 people to warn residents about the virus. They offered guidelines: they told people that poultry which die suddenly could have contracted bird flu and should not be eaten or sold and that such an incident should also immediately be reported. However, the symptoms of H5N1 bird flu were not directly described.

Residents have not yet been fully informed of what symptoms to look for in ill poultry–they are fever, diarrhea, teary eyes and swelling in the legs of the birds. Though a pledge was made earlier in the week to vaccinate 2 million birds immediately, no bird vaccinations in this area have been reported yet.

In another nearby village, Nazahuang, chickens scuttle in and out of houses. One resident, Fan Jiexu, 73, said no officials had yet warned her village to take precautions. Throughout rural areas, it is customary for chickens to scuttle in and out of homes. Ducks and bird often die and are eaten by villagers when it is believed safe to do so.

China has reported 17 avian flu outbreaks as of this week. Despite the Chinese government issued high alerts, critical information is not being adequately communicated to some rural villages. The size of the poultry population, the common and normal occurrence of poultry death on farms, and status of roughly 70% of the poultry population as being kept in backyards are factors complicating infection control.

The head of World Health Organization’s China office, Henk Bekedam, is aware that slow reaction to bird flu threats and difficulty monitoring poultry in the world’s most populous country makes control of its spread challenging.

Testing is required to confirm H5N1 virus, and positive test results lead to the killing of nearby flocks. The incentive for many villagers, officials, and governments to minimize reports of H5N1 virus infections and severe medical and economic complications for making confirmations of infection are obstacles opposing complete and full reporting of the spread and infection rates of the virus.

Oil spill reported in Gulf of Mexico

Tuesday, December 26, 2006

At least 21,000 gallons of crude oil has spilled into the Gulf of Mexico near the United States mainland coast, about 30 miles off the shore of Galveston, Texas. The U.S. Coast Guard says that oil is still leaking at a rate of 80 to 400 gallons a day.

The High Island Pipeline began to leak on Sunday and was immediately shut down when a pressure loss was detected. The pipeline is owned by Plains All American Pipeline who state that the incident is “under investigation” and that officials are working to “minimize the impact of the incident.”

“A medium crude oil pipeline ruptured 30 miles southeast of Galveston, Texas, and leaked approximately 21,000 gallons of oil into the Gulf of Mexico Sunday, December 24,” said a press release by Coast Guard.

“There’s a 60-yard-wide oil sheen that extends for about half a mile. It is still leaking slowly, about 80 to 400 gallons a day,” added the Coast Guard.

Reports say that the oil is traveling away from any shoreline and that remaining oil is being suctioned out of the pipeline. Ships in the area have not been diverted.

“All appropriate agencies have been notified. Plains, the U.S. Coast Guard, and the Texas General Land Office are working within a unified command system consisting of Federal and state agencies and oil spill response organizations to manage and mitigate this incident. In addition, Plains has activated its spill response plan to contain and clean up the spill. At present, Plains has mobilized Airborne Support, Inc., Clean Gulf Associates and other additional resources in an effort to minimize the consequences of the incident,” said a press release by the Plains oil company.

So far, no injuries have been reported.
